Beyonce in "blackface"?
Excerpted from this article:
Beyoncé has made waves in the past when L'Oréal lightened the diva's complexion in cosmetic ads, but now the superstar finds herself amid fresh controversy after darkening her skin.
In what the magazine calls, "a return to her African roots," Beyoncé's face "was voluntarily darkened" for the shoot.
"While this is not blackface in the traditional sense, it still raises many questions. Why didn't she go whole-hog and have her body painted, too? Is this yet another case of how much fashion loves blackface? Is it still blackface when the woman is black? Is it still offensive when it's meant as a tribute?" wondered Dodai Stewart of Jezebel.
The article include a link to this YouTube video, and as you can see (mentioned above) part of the issue is that she only darkened her face, so it DOES give a "blackface" appearance.
At least it's not bad photoshop, but is this OK or not?

It's perfectly OK, she's an artist and in conjunction with editors, art directors, and a shoot crew, she's just expressing herself through photography. I'm kind of surprised at your question, what motivated you to write it?

The fact that other people are criticizing it & questioning if it's ok.
I wouldn't have seen anything wrong with it, but apparently some others do.

I recently saw a stinging critique of the Mona Lisa, which seems generally to be accepted as a great work of art. It's likely true that no substantial art exists which has not been criticized, and I'd guess the more significant it is, the greater the criticism. Sound and fury . . . .

I kinda feel bad for Beyonce 'cause she's previously been criticized for "trying to be white" and now she's getting flack for trying to be too black.

I find it interesting that media people (Entertainment Tonight etc) seem to search out and try to create controversies like race display (ala Al Jolson/Beyonce). I would bet that the majority of us here in the US really care little if a particular celebrity is lightened darkened or painted florescent pink.
Gene Roddenberry tackeled this in the late 60's.

I have no issue with it what so ever. I don't know why anyone else would either. She's clearly not trying to demean or portray any type of negative stereo type.

Some people look for that sort of thing.
